Please help me! Animal testing question?

I am going to do a speech on animal testing (against), but I need to know if animal testing is a



question of fact: A question about the truth or falsity of an assertion.



question of value: A question about the worth, rightness, morality, and so forth of an isea or action.



question of policy: A question about whether a specific course of action should be taken.



So which of these is animal testing based on? I think it is a question of value because some people might believe animals do not have feelings and that they are less than humans or others like me might believe they deserve to be treated with care and not abusiveness. And with this said, it can also be a question of policy cause some people believe animal testing should go on while I believe it should be stopped.
It is a question of value. Yes, some people believe it should still go on but at the end of the day, it still is about values. It is not about whether animals are less. That is the topic of vegetarianism. Many people have no idea what goes on in animal testing facilities and would be horrified if shown the truth. People think that the animals are fine, they just test shampoo on them or test food out humanely. Not many people know that Iams tortures animals in order to test their food, but that it
